If non-custodial parent won't submit the NCP CSS Profile

I have/will file NCP CSS waivers but I doubt all of the schools will accept, so just want to have a realistic expectation of the worst-case scenario. If the waiver is denied and my ex simply won't fill out the NCP CSS Profile, will any institutional grants included in the financial package be rescinded? How about merit scholarships? (Are there varying policies among schools?)
