Should I still fill out the FAFSA?

I was accepted into my dream school, Rice under Early Decision. My parents and I received a letter from the Office of Financial Aid yesterday, stating that we were not eligible for any need-based financial aid. Is this set in stone, or should I still fill out the FAFSA and send my parent's 2015 tax forms to them? Extra information: When I first filled out Rice's tuition calculator on their website, it said that my family would be expected to pay $40K (total tuition for Rice is around $60K), and on other EFC calculators I tried, like the one on the FAFSA homepage, it said that the EFC was around $20K. As a result, I assumed that I would at least get some aid from Rice. More extra information: My parents' income is around $160K a year, with $40K coming from foreign income (my mom works in China), but I have a twin sister that is also going to college. She still does not know what college she is attending. Sorry if this question seems really dumb, but my parents are really leaving this whole aid thing to myself and I have no clue what I'm doing. I hope some kind people on this website can help me out!
