Because while all students take the same exam, they don’t have to get equally high scores to be considered eligible for a scholarship. The initial cutoff scores that separate those who can go into the pool of possible scholarship winners and those can’t are different in each state and the District of Columbia. State semifinalists are named on a state representational basis to ensure broad participation.
