Capital University NPC shows high scholarship

My DD is applying to Capital and when I run the NPC it shows a $28k scholarship that it lists generically as "merit scholarship". On their website none of the scholarships listed have an upper amount that high, other than the ones that would be full tuition which are competitive and by invite only, so presumably would not be included in a NPC (plus tuition is $32k, not $28k). Is it possible that it is a mistake (I've run our numbers several times)? Or that they combine two amounts from two different scholarships, like partial Presidential and partial Capital Award to arrive at the $28k figure? http://www.capital.edu/First-Year-Student-Scholarships/
