Cal Grant Confusion?

I have two FAFSA lists, and my UC's were the top schools in my first list. In my Cal Grant, USC (2nd list, not the top) is the only one there, and my UC's are not, even though I am eligible for Cal Grants. How can I fix this? And how does Cal Grant work? Why do I only have one school there, and do I only need to put at least one UC in my Cal Grant, or all of the ones I'm applying to?
